Section 106. The commissioner of food and agriculture shall make and may modify rules and regulations for enforcing sections one hundred and one to one hundred and nine, inclusive, and shall, either in person or by his assistant, have free access at all reasonable hours to any place, building or vehicle wherein apples are packed, stored, transported, sold, offered or exposed for sale or for transportation at any time. He may also, in person or by his assistant, open each box, package or other container, and upon tendering the market price, may take as a sample such container, with or without its contents, or any apples therefrom.
