Section 65D. By arrangement between insurers which are members of the reinsurance pool, and with the approval of the commissioner of insurance, an insurer referred to in section sixty-five C may issue a policy to an employer who had been assigned by the commissioner of his designee to another insurer, and such issuance of a policy shall constitute a compliance with and be subject to section sixty-five A.
