Nonperformance of contract by printer; forfeiture of bond Should the successful bidder refuse or fail to enter into an agreement with the State of Louisiana, Division of Administration, to serve as state printer of the official journal of the state after having been notified that its or his bid had been accepted, or should the state printer of the official journal of the state, after having entered into such an agreement with the state of Louisiana, Division of Administration, fail to faithfully perform all of the duties devolving upon said state printer by law or to comply with the terms of the agreement so entered into, such failure or noncompliance shall, after twenty days' notice in writing sent to it or him by registered
