§1213. Application for lease
Any person desiring to lease any land as set forth in this Part shall present to the
lessor a written application, together with a cash deposit of twenty-five dollars, which shall
be returned to the applicant if he makes an unsuccessful bid, after a sum sufficient to pay the
advertising costs has been deducted. The application shall set forth the name and address of
the applicant, a reasonably definite description of the location and amount of land which the
applicant desires to lease, and the purposes for which the lands are to be leased. Where such
purposes include the placement of structures, obstacles, fill, or any other materials upon state
lands, the application must be accompanied by legible copies of maps, plans, specifications,
