§2104. Organization of board; seal; administration of oaths; meetings; quorum; compensation The board of examiners shall annually elect one of its members as chairman, another as vice chairman, and one of its members as secretary, and it is authorized to select such other officers and employees, and adopt such rules which shall have the force and effect of law, as may be necessary for the efficient operation of the board. The board of examiners shall have an official seal and each member shall be empowered to administer oaths in the taking of testimony upon any matters pertaining to the functions of the board. The board of examiners shall meet annually on a date to be fixed by the board in its rules and bylaws and at such other times as may be deemed necessary by the chairman of the board
