§8001. Creation and authority Any parish governing authority may create garbage districts composed of territory wholly within the parish and outside of the corporate limits of municipal corporations. Each such district shall be a political and legal subdivision of the state, with power to sue and to be sued in its corporate name, to incur debts and to contract obligations, to have a corporate seal, to do and perform all acts in its corporate capacity and in its corporate name necessary and proper for the purpose of constructing and maintaining garbage disposal works and garbage collection and disposal systems within its territorial limits, to enter into contracts with any persons or corporations to provide and maintain garbage collection and disposal services within its territorial limits,
