The police jury of any parish, after having given due notice of intention in the manner hereinbefore provided and after having disposed of all objections to the contemplated improvements, and having decided to order the construction of such improvements, it may, without further delay and subject only to the restrictions contained in the preceding Section, have prepared the necessary plans and specifications for said work and adopt a resolution authorizing the advertising for bids therefor by the giving of notice calling for sealed bids for the construction of said work, such notice to be signed by the president of the police jury, duly attested by the secretary thereof, and to be published for three consecutive weeks in a newspaper published in the parish, the first insertion to be not les
