Any parish taking advantage of R.S. 33:3689.1 to 33:3689.17, shall, through its police jury as the governing authority thereof, be required to adopt a resolution giving notice of its intention to construct, pave, surface or otherwise improve, together with the necessary curbing, guttering, aprons, headers, and drains, the street or streets, road or roads, sidewalk or sidewalks, alley or alleys, or any part thereof, proposed to be so improved, and embody therein in a general way the improvements contemplated and the manner of payment therefor. Such notice shall be signed by the president of the police jury, duly attested by the secretary thereof and shall contain substantially all things set forth in said resolution, and shall set forth further that the police jury will, in open session, on
