§ 36-9-38-7 — Petition to establish district

(a)A petition for the establishment of an
improvement district under this chapter may be filed with the works
board of a municipality by any of the following:
(1)An association established under section 8 of this chapter.
(2)The owners of at least twenty-five percent (25%) of the
parcels of real property in the proposed improvement district if an
association has not been formed under section 8 of this chapter.
(b)A petition filed under this section by an association must be
signed by a majority of the association's directors.
(c)A petition filed under this section must set forth all of the
following:
(1)The boundaries of the proposed improvement district,
including all of the real property that the petitioners believe will
be specially benefited or damaged by the proposed improvement
