(a)Upon the adoption of a declaratory resolution under section 3 of this chapter, the city works board shall file with the circuit court for the county in which the city is located a petition requesting the establishment of a flood control district to include the territory described in the resolution. A copy of the resolution shall be attached to the petition. The petition shall be docketed in the court as a pending cause, and shall be entitled "In the matter of the city of ____________, petition for the establishment of flood control district".
(b)Upon the filing of the petition, the circuit court shall fix a time when the petition shall be heard, which may not be less than fifteen
(15)nor more than thirty (30) days after the filing. The clerk of the court shall publish a notice of the
