A public safety agency is immune from civil liability for damages for employing individuals to answer 911 emergency calls who are not public safety telecommunicators. However, the individuals who are not public safety telecommunicators may not:

(1)be required to complete T-CPR training; or
(2)provide T-CPR instruction to a telephone caller.
