This chapter applies to the following counties:

(1)A county having a consolidated city.

(2)A county having a population of more than two hundred thousand (200,000) and less than two hundred fifty thousand (250,000).

(3)A county that adopts an ordinance providing for the county to be governed by this chapter. However, sections 9.5, 15, 16, 17, and 18 of this chapter apply only to a county having a consolidated city.
