Text

(a)The commission shall prescribe the qualifications, appoint, remove, prescribe the duties, and fix the compensation of employees necessary for the discharge of the duties of the commission. The compensation must be in conformity with salaries and compensation fixed up to that time for similar work by the fiscal body of a municipality or county that created the joint district.
(b)The commission may contract for special or temporary services of a professional counsel.
(c)The commission shall delegate authority to its employees to perform ministerial acts in all cases unless final action of the commission is necessary.
