5.Notwithstanding any other law, if the corporation designates territory that is located in an existing allocation area described in section 10(b) of this chapter as an innovation development district, the city, county, town, or other entity that established the applicable existing allocation area may not renew or extend the allocation area until the term of the innovation development district expires.
