Effective 1-1-2026. Sec. 23. This section does not apply if the applicant uses a private provider to perform the plan review. Any delay in the processing of an application:
(1)attributable to a cause outside the control of the unit; or
(2)through the fault of the applicant;
does not count toward the time set forth in section 18 of this chapter.
