This chapter may not be construed to
prevent, hinder, disrupt, or delay the completion of any public flood
control project for which there is a memorandum of agreement or that
is ongoing as of May 1, 2018, including the project located in Marion
County commonly referred to as the Indianapolis North Flood Damage
Reduction Project.
