The conclusions required by sections 51 and 52 of this chapter are that the requested variance, the proposed new zoning ordinance, or the amendment to an existing zoning ordinance will not do any of the following:

(1)Tend to undermine or detract from the general residential character of the following:
(A)Meridian Street.
(B)Meridian Street property.
(C)Bordering property lying between Meridian Street property and the property for which the new zoning ordinance, zoning ordinance amendment, or zoning variance is sought.
(2)Affect in an adverse manner the value for single family residential usage of the following:
(A)Meridian Street property.
(B)Bordering property lying between Meridian Street property and the property for which the new zoning ordinance, zoning ordinance amendment, or
