(a)Upon the creation of a new public library, the library board shall meet not later than ten (10) days after a majority of the appointees have taken an oath of office. The organizational meeting may be called by any two (2) members. At the meeting, the board shall:
(1)elect from the members of the board a president, a vice president, a secretary, and other officers that the board determines are necessary; and
(2)adopt bylaws for the board's procedure and management and for the management of the public library. Officers of the board shall be elected annually.
(b)Four (4) library board members, who are present in person, constitute a quorum for the transaction of business. However, for a county contractual library board under section 17 of this chapter, a quorum consists of six (6) memb
