(a)The appropriate officials and agencies of the party states or a political subdivision as defined in IC 36-1-2-13 may, on behalf of the party states or political subdivision, enter into agreements under the interstate library compact for cooperative or joint conduct of library services if the party states or political subdivision finds that the distribution of population makes the provision of library service on an interstate basis the most effective way to provide adequate and efficient services.
(b)Agreements under the interstate library compact entered into on behalf of the state shall be made by the compact administrator.
(c)Agreements under the interstate library compact entered into on behalf of one of the state's political subdivisions shall be made after giving notice to the c
