(a)Within thirty (30) days after the filing of the certified copy of the resolution, the executive of the city shall appoint five (5) directors of the authority. All of the directors must be residents of the county and at least three (3) of them must be residents of the city. The directors shall operate under the title "Civic Center Building Authority Board of Directors". Each appointment shall be evidenced by a written certificate of appointment signed by the executive. A copy of the certificate shall be sent to each appointee.
(b)Initial terms of the directors are as follows:
(1)One (1) for a term of one (1) year.
(2)One (1) for a term of two (2) years.
(3)One (1) for a term of three (3) years.
(4)Two (2) directors for terms of four (4) years each. At the expiration of a term, the
