5.
(a)"Responsible bidder or quoter" means
one who is capable of performing the contract requirements fully and
who has the integrity and reliability that will assure good faith
performance.
(b)"Responsive bidder or quoter" means one who has submitted a
bid or quote conforming in all material respects to the specifications.
