3.The county election board of a county that
is not designated as a vote center county under IC 3-11-18.1 must
establish a plan that specifies the method and timing of providing
absentee reports to persons who are entitled to receive the reports under
this title. Absentee reports must be provided to all persons entitled to
the reports without unreasonable delay.
