5.

(a)During the tabulation of the votes, any member of the precinct election board in a precinct where votes have been cast on a ballot card system that is designed to allow the counting and tabulation of votes by the precinct election board may protest the counting of any ballot or any part of a ballot cast in that precinct.
(b)During the tabulation of votes at a central counting location under section 3 of this chapter:
(1)a member of the precinct election board in a precinct where votes were cast on a ballot card system; or
(2)a member of the county election board, if a member of the precinct election board is not present during the tabulation of the votes of the precinct; may protest the counting of any ballot or part of a ballot cast in that precinct.
