5.
(a)This section applies to a county
having a consolidated city only if the county election board, by
unanimous vote of its entire membership, adopts a resolution making
this section applicable in the county.
(b)Notwithstanding section 23 of this chapter, an individual who
satisfies all of the following may be appointed to serve as an absentee
ballot counter or a courier:
(1)The individual is a citizen of the United States.
(2)The individual is registered to vote in Indiana.
(3)The individual is at least eighteen (18) years of age.
(4)The individual is appointed under the procedures described in
section 23 of this chapter.
(c)An individual appointed under this section who serves as an
absentee ballot counter is observed by registered voters of the county
serving in bipartisan abse
