This chapter applies to:
(1)each precinct; and
(2)absentee voting, including the casting of an absentee ballot
before an absentee voter board:
(A)in the office of the:
(i)circuit court clerk; or
(ii)board of elections and registration; or
(B)at a satellite office established under IC 3-11-10-26.3.
