8.

(a)A voter with print disabilities may use electronic mail or web publication to request:
(1)a voter registration application; and
(2)an absentee ballot application; from the election division, a county election board, a county board of elections and registration, or a county voter registration office.
(b)The election division, county election board, county board of elections and registration, or county voter registration office that receives an electronic mail from a voter with print disabilities requesting a voter registration application or absentee ballot application by electronic mail shall provide the requested application to the voter by electronic mail address if the electronic mail address permits the office to send the application not later than the end of the first busine
