2.
(a)This section does not apply to a direct
mailing of one hundred (100) or less substantially similar pieces of
mail.
(b)A communication including an absentee ballot application form:
(1)approved or authorized for use in Indiana; and
(2)transmitted through the United States Postal Service;
must include the information required by this section.
(c)The communication must set forth the name and mailing address
of the person who mailed the communication and be presented in a
clear and conspicuous manner to give the recipient adequate notice of
the identity of the person who mailed the communication. A
communication does not comply with this requirement if the
information is difficult to read or is placed in a location which is easily
overlooked.
(d)The communication must satisfy both
