5.This section applies when this title requires the use of a strong or stout paper envelope or bag. Notwithstanding any other law, the county election board may, by unanimous vote of the board's entire membership, use bound materials instead of a strong or stout paper envelope or bag. However, the bound materials may not contain provisional ballot materials.
