Text
At the opening of the polls, after the organization of and in the presence of the precinct election board, the inspector shall:
(1)open the packages of ballots in a manner that preserves the
seals intact;
(2)deliver twenty-five (25) of each of the ballots to the poll clerk
of the opposite political party; and
(3)deliver to the other poll clerk a pen for marking the ballots.
