5.

(a)This section does not apply to a precinct located in a county having a consolidated city.
(b)This section applies to a precinct:
(1)that is located wholly or partially within the campus of:
(A)Ball State University;
(B)Indiana State University;
(C)Indiana University;
(D)Purdue University;
(E)The University of Evansville;
(F)The University of Southern Indiana; or
(G)Vincennes University; with more full-time students enrolled at that campus than are enrolled at any other campus of that university; or
(2)that contains a structure owned by a university described in subdivision (1) that houses more than one hundred (100) students of the university.
(c)A county executive may establish a precinct subject to this section without regard to the number of registered voters permitted
