(a)A county executive may file a petition
with the election division requesting the commission to waive the
requirements imposed by section 3 of this chapter. The petition must:
(1)identify each precinct to be subject to the waiver;
(2)state the number of voters that would be included in each
precinct described in subdivision (1) if the waiver is granted; and
(3)state the reasons why the waiver should be granted.
(b)If the commission determines that compliance with the
requirements of section 3 of this chapter would result in unnecessary
expense and inconvenience for the county, the commission may grant
a waiver exempting some or all of the precincts identified in the
petition from section 3 of this chapter.
(c)A waiver granted for a precinct under this section expires when
