5. If a precinct boundary splits a census block, either of the following must be submitted with the order described in section 14 of this chapter:

(1)A description of the precinct boundary in metes and bounds.
(2)One (1) or more aerial photographs that depict:
(A)each census block that is split; and
(B)the boundary of the precinct that splits each census block.
