The Early Intervention Services Revolving Fund, created by Public Act 89-106, shall be held by the lead agency. The Early Intervention Services Revolving Fund shall be used to the extent determined necessary by the lead agency to pay for early intervention services. Local Accounts for such purposes may be established by the lead agency. Expenditures from the Early Intervention Services Revolving Fund shall be made in accordance with applicable program provisions and shall be limited to those purposes and amounts specified under applicable program guidelines. Funding of the Fund shall be from family fees, insurance company payments, federal financial participation received as reimbursement for expenditures from the Fund, and appropriations made to the State agencies involved in the payment
