When the records of any mutual drain are incomplete or have been lost, or when the owner ofanylandaffectedbysuchmutualdrainbelievesthattheapportionmentofcostsordamages is inequitable or that repair or reconstruction is needed, such owner may petition the board of supervisors for relief. The board shall notify all affected parties of such petition, and set a date for a hearing on the petition. The board may adjourn the proceedings from day to day, but no adjournment shall be for more than ten days, and may order such engineering examinations, reclassifications of lands and appraisals of damages as they deem necessary.
