Text
Thecauseshallbetriedinthedistrictcourtbyordinaryproceedings, uponsuchpleadingas
thecourtmaydirect, eachpartyhavingtherighttooffersuchtestimonyasshallbeadmissible
under the rules of law. If the appellant does not recover a more favorable judgment in the
district court than the appellant received in the decision of the board, the appellant shall pay
all the costs of appeal.
