All costs and expenses necessary to discharge the duties by this subchapter conferred upon
trusteesshallbeleviedandcollectedasprovidedbylawandsuchlevyshallbeuponcertificate
by the trustees to the board or boards of supervisors of the amount necessary for such levy.
