Thecollectionofdrainagetaxesandassessmentsshallnotbedefeatedwheretheboardhas
acquired jurisdiction of the interested parties and the subject matter, on account of technical
defects and irregularities in the proceedings occurring prior to the order of the board locating
and establishing the district and the improvements therein.
