Incaseagriculturalorvegetableseedisofferedorexposedforsaleinbulkorsoldfrombulk,
the information required under section 199.3 may be supplied by a placard conspicuously
displayed with the several required items thereon or a printed or written statement to be
furnished to any purchaser of the seed.
