(a)The board shall consist of three members appointed by the Governor, one of whom shall be designated by the Governor as chairperson of the board of review. Notwithstanding the provisions of subdivision (4) of section 5-198, such chairperson shall be in the classified service and shall devote full time to the duties of the office. Such chairperson shall be chosen by the Governor from a list of names submitted to the Governor by the Commissioner of Administrative Services pursuant to the provisions of subsection (d) of section 5-228. The other two members appointed to serve during the appointing Governor's term of office shall be a representative of employers and a representative of employees and shall devote full time to the duties of their offices.
