Any business entity holding a dealer registration under section 21a-415 may give or deliver an electronic nicotine delivery system or vapor product in connection with the promotion or advertisement of such electronic nicotine delivery system or vapor product without receiving monetary consideration from the person receiving the electronic nicotine delivery system or vapor product, provided (1) such giving or delivery is at the location identified by the business entity in its application for the dealer registration or at any event or establishment with an area the access to which is limited to persons twenty-one years of age or older, provided such giving or delivery is restricted to such area, (2) the sample of electronic nicotine delivery systems or vapor products, if applicable, contain
