(a)There shall be a Department of Consumer Protection which shall be under the direction and supervision of a Commissioner of Consumer Protection, who shall be appointed by the Governor in accordance with the provisions of sections 4-5 to 4-8, inclusive.
(b)The Department of Consumer Protection shall constitute a successor agency, in accordance with the provisions of sections 4-38d and 4-39 , to the Department of Public Safety with respect to all functions, powers and duties of the Department of Public Safety under chapter 532.
