(1)(a) The commissioner
shall consult with an advisory board to implement this part 13. The governor shall
appoint the members of the advisory board on or before July 1, 2022, and shall
ensure that the membership of the advisory board has demonstrated experience
and expertise in most of the areas listed in subsection (2) of this section.
(b)To the extent possible, the governor shall appoint advisory board
members who are diverse with regard to race, ethnicity, immigration status, age,
ability, sexual orientation, gender identity, and geography. In considering the racial
and ethnic diversity of the advisory board, the governor shall attempt to ensure that
at least one-third of the members are people of color. In considering the geographic
