Text
Pursuant to article 4 of title 24, C.R.S., the commissioner
may promulgate reasonable rules consistent with this article that are necessary or
proper for implementing and administering this article, including rules necessary to
align state law with the requirements imposed by federal law regarding health-care
coverage in this state.
