A
cooperative shall not perform any activity included in the definition of transacting
insurance business in this state, as provided in section 10-3-903, except as
otherwise authorized in the powers, duties, and responsibilities of cooperatives as
set forth in section 10-16-1009. A cooperative shall not establish or engage in the
activities of a health maintenance organization.
