As used in this part 3, unless the context otherwise requires:
(1)Commissioner means the commissioner of insurance, the
commissioner's deputies, or the division of insurance.
(2)Company means any person or group of persons engaging in or
proposing or attempting to engage in any transaction or kind of insurance or surety
business or any person or group of persons who may otherwise be subject to any
administrative, regulatory, or taxing authority of the commissioner, as well as any
advisory organization or rating organization as defined in section 10-4-402.
(3)Complaint means any written communication, or oral communication
that is subsequently converted to a written form, that expresses a grievance or
dissatisfaction with a specific person or entity subject to regulation by th
