Text
(1)The general assembly hereby finds
and declares that:
(a)Passage of the federal Workforce Innovation and Opportunity Act, 29
U.S.C. sec. 3101 et seq., gives the state a unique opportunity to develop a work force
program and employment system designed to meet the needs of employers, job
seekers, and those who want to further their careers;
(b)The federal act requires that training and employment programs be
designed and managed at the local government level, where the needs of
businesses and individuals are best understood;
(c)The federal act requires the involvement of business, both to provide
information and leadership and to play an active role in ensuring that the system
prepares people for current and future jobs;
(d)Passage of the federal act provided local governm
