(1)The director may hold public hearings at such times and places as he deems
proper for the purpose of investigating any of the matters he is authorized to
investigate by this article at which hearings employers, employees, or other
interested persons may appear and give testimony as to the matter under
consideration. The director has the power to subpoena and compel the attendance
of any witness and to administer oaths, also, by subpoena, to compel the production
of any books, papers, or other evidence at any public hearing of the director or at
any session of any wage board. All witnesses subpoenaed by said director shall be
paid the same mileage and per diem as are allowed by law to witnesses in civil
cases before the district court of the state of Colorado. If any person fai
