(1)A county
employee in a bargaining unit or an employee organization may initiate
decertification of the employee organization as the exclusive representative upon
submission to the director of a showing of interest demonstrating that thirty
percent of the county employees in the appropriate bargaining unit request
decertification of the existing exclusive representative or a showing of interest
demonstrating that thirty percent of the county employees in the bargaining unit
authorize an employee organization other than the exclusive representative to
represent them for purposes of collective bargaining. Decertification elections
must be held in a manner similar to certification elections, as specified in rules
