The provisions of sections 8-1-108, 8-1-120, and 8-1-123 shall not apply to this article, but this article and the
administration thereof are governed and controlled as to all matters contained in
sections 8-1-108, 8-1-120, and 8-1-123 by the special provisions of this article.
