(1)Plans for any installation of a new underground storage tank and plans for the
complete upgrading of an existing underground storage tank shall be submitted by
the owner or operator of the proposed or existing underground storage tank to the
director of the division of oil and public safety for approval prior to such installation
or upgrading.
(2)Plans for the installation of a new underground storage tank or for the
complete upgrading of an existing underground storage tank shall be in compliance
with the rules promulgated pursuant to section 8-20.5-202 (1). The director of the
division of oil and public safety or a designee shall approve or reject proposed plans
and amendments thereto within twenty working days after submittal of the plan. If
